New Life Link

is a licensed Christian  Haitian adoption agency located in Port-au-Prince, Haiti. It was established in January 1993, to provide services for prospective adoptive parents. Through adoption, NLL places orphaned and abandoned children who are in difficult situations into loving and Christian families. These families provide for the children's physical, emotional, educational, social and spiritual needs. NLL is licensed by the Ministry of Social Affairs of Haiti through  the Institute of Social Well-being and of Research (IBESR).

Our mission is to rescue orphaned children from life threatening situations and link them into a new life within families which provide opportunities for them to learn and to develop to their potential, becoming all that God has meant for them to be.

Our Conviction

is that placing orphaned children at risk into loving and Christian families is surely a humanitarian achievement for all parties involved.  This conviction is based upon the phenomenal changes that have taken place in the lives of children we have already placed in adoption. It is a very moving and touching experience. Providing these children with a well-rounded new life is the best and only permanent solution to meet the needs of our thousands of Haitian children at risk who long for a better life.  Thousands of orphaned children are waiting for a miracle from above, something grand and wonderful, but totally beyond their control.  They are longing to be part of a home of their own. They deserve it with dignity. 

 

Our Commitment

is to be found faithful in all of our dealings with you as adoptive parents, with our orphans, and all other persons or institutions involved in the process of adoption, God helping us.

 

Our care

for our children takes place in a loving and warm environment until they are united with their adoptive parents.  We are very pleased with our caretakers who have done so much to care for our children around the clock.  Our nurses and our pediatricians are among the best in Haiti.  We thank God for each and everyone of them. Our children are all medically screened for HIV, Sickle cell anemia and TB by the approved American Consulate labs and physicians. With the minimum that we have, we do the maximum for our children to receive the best care available in Haiti.

 

Our needs

are numerous for families to adopt our infants, toddlers, twins, older children, and sibling groups. There is also a great need of adoptive parents for children with special medical, emotional, physical and educational needs. May you claim your own ones as God would lead you.  Your family is needed for an innocent, helpless, and hopeless child at risk in Haiti.

 

Our prayer

is that the Lord would touch the right families to open their hearts and their homes to offer these children opportunities to grow, to love and be loved, and to serve God. Thus, they may become productive citizens for their adoptive homeland and their native country of Haiti. Please, join us in prayer so that the Lord Jesus will open the door widely for a great number of our orphaned children at risk to experience new life. Yes Lord, a new life not only through adoption in a land of opportunities, but also that they may be born again into the Kingdom of our Savior and Lord Jesus Christ. This is our earnest prayer in behalf of our children in the Name of the Father, the Son, and the Holy Spirit.

Our adoptive families

are made up of married couples with no children, families with children, single and divorced women,  who believe that Jesus Christ  is God,  the Son of God the Father and the only Savior and Lord, and apart from Him,  there is no salvation.  Anybody who does not believe in and accept  Jesus Christ as Savior and Lord, cannot adopt children from NLL.

 

We, ourselves at NLL, are committed Evangelical Born Again  Baptist Christians.  We do not discriminate against  other  Christian groups. However, we will not place our children with certain families  who call themselves Christians.  Therefore, we ask that all of our prospective adoptive families to be honest with us from the very beginning. We strongly suggest that no families start  preparing their dossiers without having our approval. Please, do not assume that  you will be approved to adopt from NLL, although we will happily and gratefully approve all qualified families who are  biblically  Christians.

 

Any persons or families who are: 1) Biblically Christians, 2) at least 33 years old ( for a married couple one of them has to be at least 35),  3) married for eight (8) years or more, are automatically qualified to adopt from our NEW LIFE LINK. For single women who are at least 30 years old, but who have a medical certificate stating that they are sterile, meaning they can never have children, they can adopt. 

 

It is more difficult to get  IBESR  TO APPROVE for us dossiers of married couples or singles who are under thirty-five (35) years old, and / or couples who have been married for less than ten (10) years. However, it remains an open question and you should discuss your situation with Dr. Bernard before concluding that you cannot adopt from NLL.  For now, families who already have biological children at home need to send a letter addressed to IBESR asking for presidential dispense to exempt them from the 1974 outdated law on adoption.  For families that have 3 or 4 biological children, it is easier to obtain a presidential dispense if all the biological children are the same sex. (Note:  the number of years and number of children have been changing off and on depending upon the wishes of the Haitian authorities). 

 

Our service

to our adoptive families is personalized, ethical and professional. There is no risk involved in losing your money or not adopting a child.  Our Christian character, good reputation, tested professionalism, in-depth experience, reasonable service fees, and friendly staff, have made NEW LIFE LINK one of the fastest growing adoption agencies in the land. Still, we are very open to constructive criticism whatever it may be, especially from our adoptive parents.

 

So far, we have earned the trust, the respect and the friendship of all of our adoptive parents. They are our references. If you try us one time, you will get hooked with us. This is  our challenge to you.

 

Our children's ages

range from 0 to 15 years old.  It is difficult sometimes to have newborn children and we hope adoptive parents will understand the many reasons.  One of the reasons is that too many parents want to adopt a newborn.  Also, most biological mothers in Haiti want to keep their child until they are very sure that they do not have a way to provide for the needs of that child.  Consequently, we encourage adoptive parents to be more open in accepting children in the following range:

1)  0   to  12 months  old - newborn child (add $2,000 on the regular fees)

2)  1   to 2 years old

3)  2 to 3 years old

4)  3  to 4  years old and so on ...

The more flexible the adoptive parents are, the easier and faster it is for us at New Life Link.

 

Our wait

is about 12-18 MONTHS , one of the shortest in Haiti.  By the time that we receive your complete dossier in Haiti, it takes us about 30 days  to give you a referral for a child who is 2 years or older.  

Before we can give you a referral, we must  receive the complete dossier
After you receive the picture of your child, the date that we receive your notice of acceptance is your date of referral.  From the day when the adoptive parents inform NEW LIFE LINK that they accept the child who was referred to themit takes about twelve to eighteen (12-18) months for your child to be ready to go. This waiting period of 12 months applies only to dossiers received as October 1,2008 and on. This is possible in the light of the improvement taken place at some of the government offices in Haiti. In the meantime, we are fighting to get done with the old dossiers which got stuck in the system for over 18 months.

Keep in mind that the sooner that your child is ready to go, the better it is for all of us.

Adoptive parents who ask to have a newborn child which is 0 - 12months old at the time of the
referral, these parents will have to pay an additional fee of $2,000, because it costs more money to care for the newborns, and their waiting period for referral may be as long as two (2) months
.  However, parents who are flexible enough to adopt an older child, do not have
to pay the additional fee, and their referral waiting period is about 30 days .

 

Our correspondence

is important with the prospective adoptive parents who adopt directly from NLL.  Know that we are doing our very best for your child to be with you as soon as possible.  The sooner is better for all parties involved. With the grace of God, we believe that we are doing a good job so far. However, we can improve our service to you if you help us, by limiting your e-mails, and phone calls to us and by controlling your anxiety during the waiting period. 

 

At times, some of the great and wonderful adoptive mothers who are adopting directly from NLL, put a lot of pressures on us.  They send us e-mail upon e-mails, and expect us to reply to all of them right away. They want pictures, weight and height of their children every week. They want to know every detail in the progress of their dossiers. When we cannot satisfy all of their wishes, they get upset and send us offensive e-mails.   

 

Mothers, remember that for our relationship with you to stand the test of times, we need to build it on a solid foundation.  We need to trust the Lord and trust each other.  If you truly believe that the Lord Jesus leads you to adopt from NLL, you will need to prove it by trusting us as God's instrument in the adoption process of your child. We will never knowingly deceive you or neglect your dossier.  In the Name of Christ our Lord, and with His grace through the power of the Holy Spirit, we commit ourselves to do our very best for all of our children and their adoptive families.  You are important to us.

 

Preventive rules

 

In order to develop and maintain the best Christian relationship with you as our adoptive parents, we may apply the following preventive rules during the waiting period:

  1. After we receive your complete dossier in Haiti, you may receive the description and / or pictures of your child and the necessary information within 30 days.
  2. From the day when the adoptive parents inform New Life Link  that they accept the child who was referred to them,  it takes approximately 18 months for your child to be ready to go.
  3. After the referral, we will send you once a month pictures, weight, and height of your child, and any important information.
  4. There is no guarantee that we will be able to answer all of your emails. However, we, ourselves may send you many e-mails, if we have to inform you on something regarding your child.

PS. Keep in mind that these rules are set to protect our Christian relationship with you as adoptive parents and to preserve our sanity in Haiti, as we seek to fulfill faithfully our commitment to you. We covet your prayers, patience, understanding, and trust.

 

No transfer of dossiers

 

Some adoptive parents express the desire to transfer their dossiers from other agencies in Haiti to NEW LIFE LINK. We do sincerely appreciate their intention. However, we cannot accept this practice at all. It can be a dangerous practice. Once a dossier is received in Haiti by another adoption agency, NEW LIFE LINK will not touch that dossier, even if the dossier is from our best friends. Absolutely, we do not accept any form of transfer of dossier.  Please, do not even ask.  We appreciate your understanding.

Can families adopt individually?

Yes, individual families can adopt directly with us or through an adoption agency abroad. The choice is entirely yours.

 

Come to Haiti

 

For the time being, the American Consulate asks that adoptive parents do NOT come to Haiti until after the visa has been issued and picked up by NLL. After we pick up the child's visa, families are free to come any day they want and stay as long as they want to. We ask that at least one of the adoptive parents come to Haiti to escort their children.  So far, all the parents who have come to Haiti have had a very positive experience. However, in extreme cases, we may escort the children for an additional fee, for parents who for genuine reasons cannot come to Haiti. 

 

Basic questions

 

When contacting us for the first time, please give us the answers to the following basic questions :

 

1. Do you believe in and accept Jesus Christ as your personal Savior and Lord ?  

2. Are you active member (s) of a church ?  If yes, please name the church, provide its address, explain to what  denomination it belongs, and describe your involvement.

3. Are you single,  married or divorced ?

4. How old are you and your spouse? ( if you are marriedHow long have you been married ?

5. How many children do you already have  at home? their ages ?

6. What gender and age range of the child you hope to adopt ?

 

Biological Parents :

 

All the adoptive parents will have the opportunity of meeting the biological parents as they come to escort their children. The biological parents and the adoptive parents love everything about it. NLL requires that meeting just for the purpose of meeting each other.  The parents answer questions from each other in a love-sharing atmosphere, and take pictures together as a big family. What a memorable souvenir for the children !

 

Rest assured that there are no risks involved for Haitian parents to change their minds. In fact, this meeting of adoptive / biological parents has proven to be a very positive, moving and memorable experience.

 

 

Our Fees

 

Our Fees are reasonable and the quality of our professional services is one of the best in Haiti.

 

$11,000 US covers all fees in Haiti, except the cost of the American visa(s) for the child(ren). The parents need to send  NLL the $400 for the child's visa right after the dossier gets out of MOI. The adoptive parents need to pay for the airfare out of the country for the child(ren). 

 

Again, we strongly ask that at least one of the adoptive parents come to Haiti. As they come to Haiti, their only expenses are their lodging beyond the first 2 nights, food, and transportation. 

 

Payment of the Fees

 

Parents who adopt directly from NEW LIFE LINK, or adoption agencies, need to send only  $4000 of the total fees with their complete dossiers.  The total balance is due immediately after the dossier comes out of IBESR.  Please, give us your full cooperation.  Please, always send us a bank check.  We have no time to send out bills.   Parents or adoption agencies can choose to send us the full fees with their dossiers, if that is the way they want to do it, but it is not required. Keep in mind that the fees paid are not refundable, once you accept our referral. If you do not accept our referral, most likely, we will not be able to work with you. Therefore, your dossiers and your fees will be returned to you ASAP.

 

In either case, all the fees must be paid in full right after the dossier comes out of IBESR.  

 

There are no childcare expenses.  We believe that charging adoptive parents for childcare expenses during the usual waiting period is a rip-off, an unethical, and a cheating practice. We believe that as long as the child remains in Haiti, it is our total responsibility to provide for all of his / her needs as long as the adoptive parents provide all the information and paperwork we need.   However, if after the referral, the adoptive parents CAUSE the child to remain in Haiti for any reason for more than 30 months they will have to pay either $300 monthly starting on the 31st month until the child leaves Haiti or the current adoption fees if they have increased since their referral.  Because we are against any form of childcare expenses, we strongly ask parents not to ask for a referral prior to completing their dossiers.

When you come to Haiti

 

 

 

Port-au-Prince - Airport :

 

Welcome to Haiti ! Your child is waiting on you. As you get to the Airport in Port-au-Prince, you need to claim your luggage. If you want to use a cart, go to the left end corner of the luggage area and buy a ticket for $1, and somebody will hand you a cart. Go through customs and go outside the building; just follow everybody else, for there is only one door to go outside. As you step outside, there will be a crowd waiting and some of the guys would try to grab your luggage. Do not get intimidated, they are not thieves, but just aggressive porters who want a job.  Look for someone with a sign which reads: " NEW LIFE LINK welcomes you to Haiti". That person will be standing behind the fence in front of the exit. You will have to walk about 2 minutes along the fence to go to the exit where he / she will meet you. This person works for NLL, but please ask for New Life Link identification. He or she will take you right to Bethel Guest House.

Transportation

 

1. For adoptive parents, for standard transport around Port-au-Prince (airport, shopping, visiting New Life Link, etc), total fee is $50 per adult. 

2. For excursions outside the city the fee is $150 per day for an SUV and driver. The SUV can hold up to 8 people.

3. We also have a 15 passenger van available for $200 per day including gas and driver.

4. The tap-tap which can hold approximately 15 people or large loads is available for $200 per day including gas and driver

5. We have an automatic Nissan and Volvo, 4 passenger cars, available for rent for $75 per day or for $100 per day with a driver.

 

 

 

Our Relationship

 

Our Relationship is very good with the Haitian Government Agencies, the American Consulate and the INS office in Port-au-Prince.  We have a record of 100% success with these most important offices in adoption. With the grace of God, we will maintain such a good working relationship which is above reproach.

Detailed Procedures (menu)

 

WHAT IS THE PROCESS?  Basically, if you follow the lists of documents  A and B, you should not have any problems.  You can always contact us for more information. 

 

A. List of Documents to submit to USCIS (US Immigration) for approval

 

Submit your I-600A with the following, numbers 1-4:

1- Home Study, done by a licensed social worker.

2- Form I-600A (http://www.uscis.gov/graphics/formsfee/forms/i-600a.htm),  Application for Advanced Processing of Orphan Petition

3- Birth, Marriage and/or Divorce Certificates

4- Form FD-258 Finger Prints for USCIS (you will receive an appointment from your local USCIS office after you submit your I-600A application and all the other supporting documents)

 

Submit the following, numbers 5-9, to New Life Link when it is close to time to travel to pick up your child.  NLL will submit these to USCIS in Port-au-Prince on your behalf.  These documents must be recently updated when submitted.

5- Letter of Employment

6- Income Tax Return and  W-2 forms for the last three (3) years

7- Letter or Savings Bank statement

8- Form I-600:  See below

9- Form I-864 Download I-864) and, if applicable, I-864A, signed and notarized ( Download I-864A).

10. Form I-864 W ( Download I-864W).

The USCIS will send your approval to the American Consulate in Port-au-Prince, Haiti, by fax or cable if you request so on your I-600A form.  When you receive your I-171H approval letter from USCIS, double check that they have sent it to Port-au-Prince; if not, submit a letter asking them to do so.  Forward a copy of your I-171H approval letter to NLL.

 

NEW I-600 FILING PROCEDURES:

 

In the past, families would send their I-600 to NLL to be filed on the family’s behalf at the USCIS office in Port-au-Prince.  This proxy filing is no longer accepted by USCIS and therefore the following is the revised filing procedure:

 

1)      At the beginning of your adoption process, after your home study is completed, please download and file your I-600A with your local USCIS office.  You can download this and all the US Immigration forms, as well as locate your district office, at www.uscis.gov.

2)      After you accept your referral, NLL will send you the documents you need to file your I-600 in your stateside office.  Make sure you have received your I-600A approval letter (I-171H) before filing the I-600.

3)      Using the sample answers below, under “I-600 answers,” complete the I-600 form.

4)      Also complete the Adjudicate Orphan Status First Petition (AOF) you can on the last page of the memo you will find here: AOF Memo and Petition   

5)      Include a photocopy of your I-171H with your filing.

6)      Photocopy all the documents you will submit and keep them for your records.  In all, you will submit:

a)      I-600 (one for each child)

b)      AOF Petition (one for each child) and include the multi-page memo that goes with it

c)      Birth certificate of the child(ren)

d)     Consent to Adopt (one for each child)

e)      Relinquishment of Parental Rights (one for each child)

f)       Death certificate of any birth parent that is deceased

g)      Copy of your I-171H

h)      Cover letter written by you, explaining that you are opting into the Adjudicate Orphans First Program and that you have included all the required documents for this step.  Explain that your lawyer in Haiti will submit the final adoption decree to USCIS in Port-au-Prince once it is issued, and thank them for their quick handling of your petition as the USCIS officer in Haiti is waiting for it to begin the orphan investigation.

7) When you receive an approval letter, forward a copy to NLL.

B. List of documents for the Haitian government and/or New Life Link

1- Letter addressed to the Director of the IBESR, requesting the adoption of a child.  The letter should introduce who you are, tell a little about your family and motivation to adopt, the age and gender of the child you wish to adopt, and what your plan is to help your Haitian child know his/her culture and history.  This letter must be signed by both parents and notarized.

 

 2-Approval from USCIS to adopt (I-171H approval letter; can be sent at a later date if you haven’t received it by the time your dossier is otherwise ready to submit)

 

3-Form G-28 (http://www.uscis.gov/graphics/formsfee/forms/g-28.htm), signed by both parents and notarized.

 

4-Home Study (notarized)

 

5-Psychological Evaluation done by a psychiatrist or a psychologist (A one-page letter addressing your competence to parent an adopted child with the psychologist’s signature notarized)

 

6- Power of Attorney to “Dr Jacob J. Bernard or Liphete Estime  or Abraham Chevry or another representative of New Life Link.”


7- Health certificate and detailed test results for HIV, TB, and Syphilis for each parent. (A one-page letter addressing your health status, lab results, and ability to parent an adopted child; doctor’s signature must be notarized)

 

8- Original of birth, marriage and/or divorce certificates for each parent.


9- Eight (8) passport pictures of each parent.

 

10- Letter from your bank addressing the standing of your account(s), how long you have had the account(s), and the balance.  The bank manager or assistant manager must sign and notarize this letter.  Include your two most recent bank statements.

 

11- Employment letter from your employer, stating your position, salary, projected salary for the coming year, whether you have health insurance through this employer and whether or not the adopted child will be covered by the health insurance. Signature must be notarized.

 

12- Federal income tax returns and supporting W-2 forms for the last 3 years.


13- Clearance from your local Police Station for each parent in the form of a notarized letter indicating a record check was performed.


14- Two (2) letters of reference, notarized.

 

15- A letter of recommendation from your home church, notarized.

 

Almost all the documents require notarization.  It is important to note that your notary’s commission should not expire within the next 15 months.  Please check with your notary before using his/her services to make sure your document has a notarization that will not expire during the adoption process. 

 

Once your documents are gathered, the following four (4) documents must be authenticated by your Secretary of State.  Contact that office for instructions.

1-Homestudy

2-Psychological evaluation

3-Letter to the IBESR

4-Power of Attorney

 

When the authentications come back your dossier must be translated.  All documents except for the bank statements, tax returns and lab reports must be translated into French and certified by the translator. NEW LIFE LINK may translate the whole dossier into French in Haiti for $500. New Life Link also recommends Deborah Blaz, who can be contacted at blazm@yahoo.com.  She has translated over 150 dossiers for Haitian adoptions and at the time of this writing she charges $250.  Please contact her directly if you wish to use her services. You may also find your own translator.

 

After the translation is done, the same four documents that were authenticated must be sent to the Haitian Consulate for legalization.  The Haitian Consulate charges $25 per document.

WARNING TIPS FROM US INS  "Unscrupulous adoption practices are common in many areas of the world.  Prospective adoptive parents are advised to retain a reputable agency with foreign adoption experience or competent legal representation in their efforts to bring foreign-born children to the United States.

 

WARNING TIPS FROM US CONSULATE  "The ease with which fraudulent documents can be obtained in Haiti necessitates that special attention be paid to each and every adoption case...  It is recommended that, prior to their traveling, prospective parents have a representative in Haiti contact INS for an appointment to begin the I-604 investigation..."

Volunteering in Haiti

 

We are always looking for short and long term volunteers to work with the babies and toddlers at New Life Link and the teenagers at our partner orphanage, Hope for the Children of Haiti. At New Life Link, volunteers teach the older children English and/or French, they take photos and facilitate communication with adoptive families, they do simple learning activities such as coloring and singing, and they give the babies the love and attention that all children need. At Hope for the Children of Haiti, there is opportunity to tutor and mentor teens, teach English and computer skills, organize educational and spiritual programs, coach sports, and make a difference in the life of an adolescent. 

 

The children of New Life Link and Hope for the Children of Haiti benefit greatly from the presence of an American volunteer. The one-on-one attention and the special skills that volunteers offer bring much life and joy to the orphanage. Likewise, volunteers themselves are deeply affected by the relationships with the children and by the experience of living in Haiti. Saying good-bye at the end of a stay is usually the hardest part.

Current Needs for NEW LIFE LINK

 

Donations of Food, Clothing and Medicine and Other Key Necessities

 

Medicine : We need Imodium and antibiotics. Imodium is very expensive in Haiti. We also can use vitamins for children.

●    Imodium

Toiletry Needs :

 

●    Baby soap and shampoo, hair bands and clasps for the little girls, laundry detergent,

●    Ammens powder, pampers, cloth diapers, baby wipes

●    Shampoo for adults

●    Vaseline petroleum

●    Toothpaste

●    Soap bar

●    Towels (colored if possible).

 

Clothes for ages 0-14 (Boys and Girls): We desperately need more clothes (ONLY SUMMER CLOTHES, please !).

●    Sheets (crib size and twin size), children's clothing (baby and older child), Shorts

●    T-shirts

●    Underwear and Socks:

●    Dresses

●    Black shoes for church and ceremonies! (Very important and we do not have enough).

●    Sandals and Sneakers

●    Flip flops (Please summer clothing only: it almost never gets below 700 F in Haiti!)

 

Food :

The following are some of the items that we use most :

    Baby cereal, soy and milk-based infant formula, lots of baby rice cereal.

●    Dried cereal, Oatmeal (I know someone who loves dried raisins and raisin brand cereal J

●    Canned Tuna, Fish, Chicken and Ham/Meat. Please get it in cans as large as possible! We feed 60 children at HFC + the NEW LIFE LINK children 3 times a day. (Please no low fat/health foods. Rice, powdered milk, powered eggs, pasta, peanut butter, jelly, beans, are not significantly more expensive in Haiti and so it is preferable to collect meat and tuna cans above anything else.)

P. S.  Please bring the above items as you come to Haiti. Do not send us packages or boxes of clothing or food items. It costs too much money to get them out of customs. It is not worth it.
